While New Hampshire is rated one of the best places to raise children, elementary and secondary public-school enrollment has consistently declined over the past decade. This decline raises questions for districts about the possible need to consolidate functions across schools, including combining districts and SAUs, especially in today’s environment when the state is reducing its financial contribution to K-12 education, costs continue to increase, and certain towns are near or at their financial limit in terms of tapping their residents for further property tax increases.
